Purpose
Broomrape is a highly regulated parasitic weed and a serious threat to California processing tomato production. Its seeds are extremely small, can persist in soil for decades, and can move easily on soil and plant debris carried by equipment, trailers, tools, and footwear. Preventing spread is therefore as important as managing known infestations.
This page connects the compliance agreement exhibits with practical guidance based on current UC research, extension experience, and Broomrape Board-recommended tools. The exhibits remain the controlling program documents. The linked pages are intended to help growers, processors, transporters, and field staff understand what the current exhibits require, what current UC work supports, and how those requirements can be carried out in practice.
How to Use These Pages
First, identify the exhibit or role that applies to the operation. Second, open the linked guidance page for practical details on field management, scouting and rogueing, chemigation, sanitation, reporting, or worker training. The linked pages distinguish between actions required under the current compliance agreement and additional practices supported by current UC research, extension experience, or Broomrape Board-recommended tools. Lower risk does not mean no risk. Sanitation and early reporting still matter, including in low-risk fields outside the Designated Zone.
Exhibit G1: Grower–High-Risk Processing Tomato Field
- Harvested tomato fruit from a high-risk processing tomato field shall only be transported by a transporter operating under a compliance agreement with the Broomrape Program.
- Harvested tomato fruit from a high-risk processing tomato field shall only be transported to a processing facility operating under a compliance agreement with the Broomrape Program.
- A Field Management program shall be implemented for the control of broomrape, which includes management plans for pre-transplant, growing season, and post-harvest. See Broomrape Board recommended guidelines for examples.
Field Management Program - With the exception of MOT in a gondola, all Equipment authorized by establishment to enter a high-risk processing tomato field shall be cleaned reasonably free of soil and plant debris prior to moving equipment out of high-risk processing tomato field(s). See Broomrape Board Recommended Guidelines for examples.
General Sanitation Guidelines - An area shall be designated for equipment entering and exiting a high-risk processing tomato field and included in the field management plan.
- All persons authorized by the Establishment to enter a high-risk processing tomato field(s) shall be trained in broomrape identification, and the Establishment shall report the exact location of the first suspect broomrape plants of the season to the contracted processor(s) for that location immediately upon detection. In the event the detection is outside of the Designated Zone, the establishment shall also notify the program immediately.
Broomrape ID Flyer Designated Zone Map - Establishment shall use the Broomrape Board recommended Growing Degree Day Model to develop a scouting and rogueing plan to remove suspect broomrape plants. This plan shall be included within the field management plan. If at any time the Establishment deems that it is infeasible to harvest a processing tomato field(s) due to broomrape, the Establishment must notify the program and contracted processor(s) and terminate the crop within 7 days of notification in accordance with Broomrape Board Recommended Guidelines.
Growing Degree Day calculator - Suspect broomrape plants removed by the establishment must be disposed of in accordance with field management plan and the Broomrape Board Recommended Guidelines.
Disposal of suspect broomrape plants - All persons authorized by Establishment to enter a high-risk processing tomato field shall clean footwear of all soil and plant debris before exiting processing tomato field(s). See the Broomrape Board recommended guidelines.
Footwear cleaning guidelines - The establishment shall notify their contracted processor(s) 48 hours prior to planting or harvesting in a high-risk processing tomato field.
- The Program shall be allowed access to a high-risk processing tomato field with 48 hour advanced notification in order to verify compliance with these requirements.

Exhibit G2: Grower–Low-Risk Processing Tomato Field
- Harvested tomato fruit from a low-risk processing tomato field shall only be transported by a transporter operating under a compliance agreement with the Broomrape Program.
- Harvested tomato fruit from a low-risk processing tomato field shall only be transported to a processing facility operating under a compliance agreement with the Broomrape Program.
- All persons authorized by Establishment to enter a low-risk processing tomato field shall be trained in broomrape identification and sanitation guidelines. See Broomrape Board recommended guidelines.
Broomrape ID Flyer General Sanitation Guidelines - All equipment authorized by Establishment to enter a low-risk processing tomato field shall be cleaned reasonably free of soil and plant debris prior to being transported out of a Designated Zone. See Broomrape Board recommended guidelines for examples.
Designated Zone Map General Sanitation Guidelines - Upon detection of a suspect broomrape plant, the Establishment shall immediately notify their contracted processor for that location. In the event the detection is outside of the Designated Zone, the Establishment shall also notify the Program immediately.
Designated Zone Map - In the event of a broomrape plant detection this exhibit is voided, and the Establishment shall operate under Exhibit G1.

Exhibit T1: Transporter – High-Risk Processing Tomato Field
- Harvested tomato fruit shall only be transported from a high-risk processing tomato field if the grower is operating under a compliance agreement with the Broomrape Program.
- Harvested tomato fruit shall only be transported from a high-risk processing tomato field if the processing facility is operating under a compliance agreement with the Broomrape Program.
- All equipment shall be cleaned reasonably free of soil and plant debris, except MOT in a gondola, prior to moving from a high-risk processing tomato field. See Broomrape Board recommended guidelines for examples.
General Sanitation Guidelines - Trailers used to transport harvested tomato fruit from a high-risk processing tomato field shall be dedicated to that field. Once no longer needed in that field, they may return to the general trailer pool after the required cleaning.
Trailer Cleaning Guidelines - Establishment shall use the most direct practicable route from a high-risk processing tomato field to the processing facility using appropriate trucking routes and avoiding unnecessary stops.
- Trucks used to transport harvested tomato fruit from a high-risk processing tomato field shall be cleaned prior to exiting the processing facility. See Broomrape Board recommended guidelines.
Trailer Cleaning Guidelines - Establishment shall require its subcontractors to operate in compliance with the requirements of this Exhibit.

Exhibit T2: Transporter–Low-Risk Processing Tomato Field
- Harvested tomato fruit from a low-risk processing tomato field shall only be transported by a transporter operating under a compliance agreement with the Broomrape Program.
- Harvested tomato fruit from a low-risk processing tomato field shall only be transported to a processing facility operating under a compliance agreement with the Broomrape Program.
- Trucks and trailers transporting harvested tomato fruit from a low-risk processing tomato field inside a Designated Zone shall be cleaned reasonably free of soil and plant debris prior to movement out of a Designated Zone. See Broomrape Board recommended guidelines.
Designated Zone Map General Sanitation Guidelines - Establishment shall require subcontractors to adhere to the requirements of this Exhibit.

Exhibit P1: Processor – High-Risk Processing Tomato Field
- Harvested tomato fruit from a high-risk processing tomato field shall only be received from a transporter operating under a compliance agreement with the Broomrape Program.
- Harvested tomato fruit from a high-risk processing tomato field shall only be received from a grower operating under a compliance agreement with the Broomrape Program.
- No soil or plant debris, except MOT in a gondola, shall be moved from a high-risk processing tomato field.
- Establishment shall be in compliance with their local jurisdiction waste discharge requirements.
- Field crews shall be trained in broomrape identification and sanitation protocols.

- Trucks and trailers arriving from a high-risk processing tomato field shall be cleaned prior to leaving the facility. See Broomrape Board recommended guidelines.
Trailer Cleaning Guidelines - Trailers used to transport harvested tomato fruit from a high-risk processing tomato field shall be dedicated to that field. - Harvested tomato fruit from a high-risk processing tomato field shall only be received from a grower operating under a compliance agreement with the Broomrape Program.
- Trucks and trailers transporting harvested tomato fruit from a low-risk processing tomato field inside a Designated Zone shall be cleaned reasonably free of soil and plant debris prior to exiting the Designated Zone.
General Sanitation Guidelines Designated Zone Map - Establishment shall be in compliance with their local jurisdiction waste discharge requirements.
- Harvesting machinery, including subcontractor custom harvesting machinery, shall be cleaned reasonably free of soil and plant debris prior to movement out of a Designated Zone. See Broomrape Board recommended guidelines for examples.
Designated Zone Map Harvester Sanitation Guidelines - Field crews shall be trained in broomrape identification and sanitation protocols.
